- A network of multi-campus education, collaboration of universities, joint initiatives of the research center should be promoted within the framework of BSEC.
- The academic forum should meet annually to generate ideas for a new forward-looking vision for the BSEC.
- BSEC should support an academic study on the history of cooperation among the countries of the Black Sea region.
- Research on promoting business in the BSEC region should be the priority of joint research activities.
- BSEC should keep up momentum of economic cooperation, in particular in the areas of transportation and energy sectors.
- Creative thinking on the nexus between environment and sustainable development should be on the BSEC agenda.
- Governments should take initiatives to remove barriers against the free movement of people, especially for students, academicians and academic staff.
- As it is difficult to organize projects that include all BSEC countries, governments should be encouraged to develop more specific, viable and effective regional projects.
- BSEC area is a multicultural geography and existing cultural links should be revitalized and utilized for peaceful co-existence in the region.
- The intellectuals should be considered as potential care-takers of the political problems and societal issues through different means of mediation and initiation of dialogue processes.
- BSEC is a valuable platform for political dialogue, in which several conflicting countries benefit as a venue for meeting. This dimension should be strengthened by creation of conflict resolution mechanisms within the BSEC.
