Bu nedenle, belge savunma ve caydırıcılık alanlarını yeniden öncelikli kılmış ve İttifak’a yönelik devlet kaynaklı tehdit söylemi güçlendirmiştir. Bu söylemin NATO'nun genişleme ve ortaklık politikalarına yönelik yansımaları olmaktadır.

Bu durumun temel sebebi, iç savaşın tarafı olan iç ve dış aktörlerin doğal sınırlarına erişmiş olmasıdır. İlerleyen süreçte olası askeri adımlar yerel unsurlar arasındaki mücadelenin ötesine geçerek devletlerarası bir çatışmayı tetikleyecek gelişmelere zemin hazırlayabilir. Böyle bir senaryonun vuku bulması, savaşın maliyetini arttıran ve tarafları büyük çaplı askeri harekâtlara sevk eden gelişmeleri beraberinde getirebilir. Sonuç olarak, Suriye günümüzde nüfuz bölgelerine ayrılmıştır. Suriye rejimi tarafından kontrol edilen bölgeler Rusya ile İran’ın koruması altında, muhaliflerin kontrolü altındaki alanlar Türk etkisinde ve SDF/ YPG’nin bulunduğu bölgeler ABD korumasında bulunmaktadır.
