Volume VII Perceptions Dec 2002 - Feb 2003

In this volume of our journal, Tarık Oğuzlu suggests that Turkey's accession to the EU would enhance regional stability and security by aligning Turkey's security identity with that of the EU and argues that Turkey's inclusion in the EU would facilitate the EU's transformation into a global security actor, enabling it to extend its influence. Salahi R. Sonyel criticizes the EU's decision to consider the unilateral application of Greek South Cyprus for membership without thoroughly examining the implications, which has resulted in exacerbating the Cyprus conflict. The author suggests that the EU's approach has been driven by Greek pressure and lacks impartiality, thus risking further escalation of the crisis and potentially alienating Turkey. Noëlle Quénivet emphasizes the importance of defining terrorism and agreeing on means to suppress it to ensure a cohesive response from the international community. She argues that while the US has the military power to combat terrorism effectively, it must seek international legitimacy and support, particularly from the United Nations, to maintain its ethical standing and legitimacy in the eyes of the world community. Igor Janev examines the legal consequences of the irregular admission of Macedonia to UN membership and the possible modes of judicial redress. Hasan Ulusoy provides a theoretical discussion on collective security, followed by a comparative analysis of historical events, focusing on the Cold War and post-Cold War eras. Ultimately, the paper seeks to stimulate further thought and discussion on collective security within Europe. Eyüp Özveren underscores the impact of shifts in power distribution among global and regional actors on the fate of Cyprus, with particular attention to Turkey's emerging role as a regional power. He urges Turkey and the Turkish Republic of Northern Cyprus (TRNC) to prioritize long-term interests over short-term concerns, emphasizing the need to safeguard sovereignty and dignity amidst evolving geopolitical dynamics. Ahmet C. Gazioğlu argues that the Greek Cypriot leadership's reluctance to embrace models of governance like those in Switzerland and Belgium, which emphasize equality and sovereignty between linguistic communities, hinders progress towards a solution in Cyprus. The text delves into historical background, emphasizing the importance of recognizing the shared sovereignty of both Greek and Turkish Cypriot communities. A. Z. Hilali outlines Pakistan's rational nuclear choices in response to perceived threats from India and emphasizes the importance of self-reliance in national defense. It discusses Pakistan's nuclear deterrence posture and the need for a comprehensive strategy to address conventional and nuclear threats.
