Volume VII Perceptions Mar - May 2002
This issue consists of articles on different topics, focusing on the theme of Afghanistan. In the first article, Prince El Hassan Bin Tallal states that stability and development in Afghanistan and Central Asia depend on international cooperation, adherence to humanitarian norms, and addressing root causes of conflict such as poverty and extremism. He emphasizes the importance of holistic approaches focused on human welfare, reconciliation among ethnic groups, and fostering inclusive governance to prevent the resurgence of terrorism and ensure long-term stability in the region. The article by Peter Tomsen provides a comprehensive analysis of the geopolitical landscape in post-Taliban Afghanistan and emphasizes the importance of regional cooperation in Central Asia for stability and economic development. Michael Rubin underscores the complex and evolving dynamics in the Middle East following the September 11 attacks and the subsequent US-led war on terrorism in his article. Marianna Arunova’s article focuses on the transformation of Afghanistan into a seat of international terrorism. She necessitates comprehensive efforts from the global community to address the complex challenges of state-building, inter-ethnic tensions, and extremist resurgence, requiring sustained engagement, strategic coordination, and prioritization of Afghan ownership for long-term stability and counterterrorism effectiveness. Kostas Ifantis explores how the terrorist attacks of September 11, 2001, have reshaped international politics, emphasizing the shift from a Cold War paradigm to a new security reality characterized by transnational threats. Kemal Harrazi mentions the role of Iran, as a neighboring country, seeks to support this goal and calls for international cooperation to rebuild Afghanistan and bring about a better future for its people.. Istihaq Ahmad provides extensive information on the challenges and opportunities for post-war reconstruction and rehabilitation in Afghanistan. The paper discusses the immense task of rebuilding the country's infrastructure, economy, and social fabric after years of conflict and destruction. Amın Saikal focuses on the role of Washington and suggests that while it's important to address immediate threats posed by groups with apocalyptic missions through military responses, it's equally crucial to tackle the root causes that motivate individuals like Osama bin Laden and contribute to the recruitment of terrorists.
