Volume XI Perceptions Autumn Winter 2006
In this volume of our journal, Fırat Bayar’s paper aims to demonstrate the significance of the Alliance of Civilizations Initiative, launched by Spain and Turkey under the auspices of the United Nations, as a concrete and effective approach to promoting dialogue and cooperation among civilizations. Dmitry Shlapentokh discusses Russia's shifting relationship with the West. Despite economic growth fueled by oil, Russia is less dependent on the West but still prefers ties with Europe. While appearing anti-American, Russians are wary of aligning too closely with China and Iran. Allon Bar focuses on Türkiye's challenges in its relations with the European Union and the United States, particularly regarding the Cyprus issue and the Kurdish conflict. It highlights Turkey's increasing ties with Arab and Islamic regimes while emphasizing the need for Turkey to balance its relationships between the West and the Middle East. Dr. Csaba Törö analyzes how the European Union experience in managing crises and stabilizing regions affected by ethnic conflicts. The author suggests that the methods and outcomes of these efforts could serve as a model for resolving similar conflicts in other regions. Aylin Ünver Noi talks about the possibility of Iran’s prospective membership to the SCO and aim to analyze the answers to these questions: Is it possible for Iran, which is under great pressure of the US due to its nuclear program, to become a full member to the SCO in the near future? If it is possible, what would be the repercussions in the US?
