Volume XIII Perceptions Autumn 2008

In this volume of our journal, Gülce Kumrulu attempts to evaluate the impact of European Neighbourhood Policy (ENP) in the areas of democratization and proliferation of human rights in Egypt. She examines the political developments in the country before and after the inception of the Action Plan and points out the obstacles curtailing the EU’s normative role in Egypt. Oğuz Uras ' article states that the European Union's journey towards cohesion has been challenged by the presence of minority groups, particularly Muslims, who have faced cultural confusion and discrimination. This has led to tensions between the center and the periphery of the EU, exacerbating issues such as Islamophobia. Despite these challenges, the EU has recognized the need to address minority concerns and is working towards resolving internal disagreements through various initiatives. Dustin Dehez states that NATO should expand its membership to include all consolidated democracies and transition into a global organization. He also suggests a theoretical framework for implementing this global enlargement, emphasizing the importance of inviting countries that enhance NATO's capabilities without increasing the potential for new conflicts. In his article, Roy Sultan Khan Bhatty explains Russia’s focus towards Central Asian Republics and suggests that Russia prefers undemocratic and weak CARs to maintain its dominance in defense and the economy, ensuring their dependence on Russia. Yıldız Tuğba Kurtuluş-Kara This investigates how economic-security linkages can be used in a creative way to contribute global security.She argues that economic interdependence and cooperation created by various economic diplomacy tools including trade can be very effective in conflict prevention.
