Volume IV Perceptions Mar - May 1999

This issue consists of 14 articles. In this edition of Perceptions journal, we delve into various dimensions of NATO's journey, featuring a diverse array of perspectives from esteemed contributors. Sverre Lodgaard emphasizes Norway's unwavering support for NATO while acknowledging the increasing importance of EU integration in security and defense matters. E. Süleyman Demirel provides insights into Turkey's pivotal role at the threshold of a new century within the NATO framework. Stephen J. Gomersall offers an in-depth analysis of NATO's role in European defense, emphasizing the alliance's importance in safeguarding the stability and prosperity of the continent. Revaz Adamia explores the complex dynamics of the Caucasus region within the context of NATO's Partnership for Peace, underscoring the alliance's efforts to promote stability and cooperation in diverse geopolitical landscapes. Ömür Orhun presents a Southern perspective, highlighting the evolving nature of security in Europe, particularly in the context of the Eastern Mediterranean region, and the implications for NATO's role in addressing these challenges. Murat Hatipoğlu's book review provides critiques on work edited by Photini Constanto-poulou and Thanos Veremis, which focuses on the fate of Jews in Greece before, during, and after World War II based on records from the Historical Archives of the Ministry of Foreign Affairs of Greece. It highlights perceived inaccuracies and biases in the portrayal of Turkey's actions and policies during specific historical events. Leonard A. Stone's examination of Greek national identity construction offers valuable insights into the self-identification in specific social, political and global conditions. The paper by Lawrence Chalmer discusses the evolving Transatlantic Link within NATO. Chalmer identifies three phases: post-WWII aid and reconstruction (Tzedakah phase), Europe's economic prosperity and questioning of US military presence (Burden phase), and a period of strategic shifts and perceived separation between Europe and the US (Separation and Re-evaluation phase). The main argument of Klaus Naumann's paper on NATO's new command structure is that NATO has successfully adapted to the changing security environment by implementing a leaner and more flexible command structure. Naumann highlights the importance of this adaptation in addressing key risks and uncertainties facing the Alliance, such as instability in Russia, unresolved disputes and ethnic tensions in Europe. Javier Solana explains that NATO, as it turns fifty, remains vital for ensuring security in the Euro-Atlantic region by adapting to new challenges He emphasizes NATO's evolution, the need for collective defense, expansion of membership, fostering partnerships, and Turkey's crucial role in maintaining security as a bridge between regions of geopolitical complexity. Dr. Gülnur Aybet explores NATO's transition from a collective defense organization during the Cold War to a multifaceted entity engaged in collective security and cooperation post-1990. It highlights NATO's evolving roles in its peacekeeping missions, with significant emphasis on NATO's involvement in Bosnia and Kosovo conflicts.Elena Zamfirescu explains NATO's relationship with the Balkans. She suggests that NATO's adaptation to post-Cold War challenges has facilitated stability and security in the region and advocates for the inclusion of eligible Balkan countries, like Romania and Slovenia, into NATO to strengthen the Alliance's presence and promote peace in the region. The author, Andrzej Ananicz, sheds light on Poland's integration into NATO and its involvement in updating the Strategic Concept of the North Atlantic Alliance. His purpose is to highlight Poland's active participation in NATO's processes. A. Nejat İnce explores NATO's science program and its role in addressing contemporary societal challenges, illustrating the alliance's commitment to innovation and progress.
