Summary
This study, which we, as the Ministry of Foreign Affairs Center for Strategic Research, have prepared to shed light on the post-COVID-19 period in an environment of global pandemic and the uncertainty it produces, is based on the preliminary analyses of valuable academics and experts at a time when the pandemic continues. Of course, the ongoing process makes forecasting difficult, but this is the nature of foresight. The predictions and evaluations in our hand contain independent, sometimes overlapping and sometimes differentiating analyses of the post-COVID-19 period. Most importantly, taking into account the scale of the spread of the Coronavirus, they address its effects on the international order from different disciplines and perspectives.
In the first part, the possible effects of the coronavirus on the international system, the global political trends that will emerge in the post-pandemic period, and the new debates that will emerge in the discipline of international relations are examined. While seeking an answer to the question to what extent the pandemic, which can be considered as a product of globalisation, will affect globalisation, it also sheds light on the nature and possible transformation of the relationship between globalisation-international system-state trilogy. In this section, the transformation of the concept of the state is naturally addressed, while the future of relations between the US and China, which are the dominant actors of the international system, the global leadership competition that will increase after the pandemic, and which issues should be focused on by actors such as Turkey that can seize opportunities in the new era are discussed.
